I personally know Marcos Talau since 2008. Marcus is involved with Debian
in the past decades. He maintains two packages: udptunnel, since 2011, and
ziproxy, since 2008. I already was sponsor for these packages sometimes.

I am sure Marcos knows all packaging techniques needed to maintain his
packages. He also participated in workshops about packaging as teacher in
some Brazilian events. Marcus is interested in became DM now and to be a
future DD. I agree he should go ahead.

I have personally worked with Marcos Talau <marcos@talau.info>
(key B522F39159DA07DD39DC0B11F4BAAA80DB28BA4C) and I know Marcos Talau
can be trusted to have upload rights for their own packages, right now.
