I support Marcos Talau <marcostalau@gmail.com>'s request to become a Debian
Developer, uploading.

I personally know Marcos Talau since 2008. Marcus is involved with Debian in
the past decades. He started to maintain packages in 2008 (ziproxy). I am
sponsoring some packages maintained by Marcos since 2015. Thus, I am sure
Marcos have skills and knowledge to become a DD. He also knows some programming
languages and this is very good to help to solve some issues in some packages.
Plus, Marcos contributes to Debian teaching about packaging in workshops.

I have personally worked with Marcos Talau <marcostalau@gmail.com> (key

full member of Debian, and have unsupervised, unrestricted upload rights, right
now.
